because of bad weather


“The Council of Ministers announced Tuesday through official channels the suspension of work in all ministries and government departments and institu- tions because of bad weather,” columnist Abdulaziz Kuraibet wrote for Al-Shahed daily.
“This announcement was confirmed by some and denied by others in the social media and some took video clips from the Channel I, to confirm the announcement through the red news bar, a news which was true and confirmed by the Ministry of Education and the Ministry of Higher Education announcing the suspension of study in all schools, colleges and insti- tutes of applied education and Kuwait University, upon the instructions of the Council of Ministers because of the bad weather.
“Instead of feeling joy and happiness over the rain which is a blessing from God in all cases, we are used to waiting for such news on TV channels and official means which are always announced late. Fear creeps into the minds of the people – office goers and students – due to poor planning in such situations and the absence of security and safety on the streets and lack of facilities.
“Of course the option of preparedness is ruled out due to the mismanagement which should take the blame and accept responsible instead of attributing our negligence and mistakes to rain and bad weather.
“Heavy rains did not cause the accumulation of water and the large traffic congestion at many round- abouts and highways and main roads, but the deficien- cies and negligence in maintenance and preparations led to these disasters.
“It is a result of mismanagement and degradation in the supervision and lack of ability to foresee and we prepared for the worst from the technical point of view. In the face of successive scandals we tend to put a finger of accusation at another person and end up blaming each other instead of helping solve the prob- lems collectively.
“We must avail ourselves of the opportunity and praise the Ministry of Interior which has exerted tre- mendous efforts beyond its means to fill the shortcom- ings and neglect of many institutions, including the Ministry of Public Works, whose officials had announced that the ministry is fully prepared for the rainy season, but what we were actually treated to floods in many areas of the country.
“The Ministry of Interior continued to provide help and assistance and rescue operations and at the same time warned and cautioned the motorists and appealed to sea goers to stay at home.
“The ministry also published photos and videos in the social media and official websites of places sub- merged under rainwater and informed motorists to change course. It is a praiseworthy work that deserves our appreciation.
“The vision of a ‘new Kuwait’ needs serious action, not just statements of preparations, accusations of bad weather and corruption.
“The phrase ‘bad weather’ should be changed and replaced by gross negligence in the respective govern- ment agencies, poor management and under-prepared- ness which led to the disruption in work in the minis- tries, government departments and other institutions.”
